Escrita por Neil Young, foi gravada entre outubro de 1980 e julho de 1981, no Modern Recorders, em Redwood City, California e lançada em 2 de novembro de 1981, no disco Re-ac-tor, o décimo segundo disco de Neil. Foi produzida por Davod Briggs, Neil Young, Tim Mulligan e Jerry Napier. Shots foi apresentada inicialmente em maio de 1978, no Boarding House em San Francisco, de maneira acústica. Aqui ela vem carregada com banda e um barulho de metralhadora. É a primeira vez que Neil usa um Synclavier. Neil cantou, tocou guitarra, synclavier, piano e bateu palmas. Frank Sampedro tocou guitarra, sintetizador e fez backing vocals. Billy Talbot tocou baixo e bateu palmas. Ralph Molina tocou bateria, percussão, backing vocals e bateu palmas.
