Se tornou um dos maiores sucessos da banda globalmente, chegando ao número 2 no Billboard Hot100 e número 8 no Reino Unido. Chegou ao número 2 no Canadá, número 3 na Austrália, número 9 na Irlanda, número 10 na Nova Zelandia, número 14 na África do Sul, número 16 na Holanda e Áustria, número 18 na Bélgica e número 29 na Alemanha. A introdução foi criada por Thomas Dolby, usano um sintetizador Minimoog. Lou Gramm cantou. Mick Jones tocou teclado e fez backing vocals. Rick Wils tocou baixo e fez backing vocals. Escrita pelo UB40, foi gravada em 1981 no The Music Centre Studio, em Wembley, Inglaterra e lançada em 29 de maio de 1981, no disco Present arms, o segundo da banda. Sairia também em compacto, com Present arms in dub como Lado A. Foi produzida por Ray Falconer e UB40. Foi o quarto top 10 hit no Reino Unido. Chegou ao número 7 no Reino Unido, número 18 na Irlanda, número 20 na Nova Zelandia e número 87 na Austrália. Esse número do título, um em dez, significa o número de pessoas desempregadas em West Midlands no verão de 1981. É uma canção protesto contra a primeira ministra britânica na época, Margaret Thatcher.
